[TrunkCom] St Clair County, Il TRS operating (probably not fully yet)

Greetings all,
      Really quick...  Those with PRO-96s in the St Louis area might want to put in 866.2250Mhz. 
St Clair County, Illinois's APCO-25 TRS is alive.  Though, probably not fully operational ; yet.  
Here are the 3 continuously alternating messages you get on the display of your PRO-96:

- 96:SY140
- 96:BEE00
- 96:T033B

A few weeks ago, I did a drive-thru the county.  Only 1 site was putting anything out.
It was the 'SAVE ROAD' site in SE Belleville.  At that time, the data channel was 
not operating, and only several RPTs were showing as 'DG'  mode in my PRO-96.  
Though, no actual audio was coming out. At that time, those RPTs were operating 
100% duty-cycle mode.
