[TrunkCom] Macomb County subsystem

The licenses are pending for 5 frequencies at this time.  I expect the state 
will relicense the frequencies currently in use on the Mt. Clemens site, and 
then add the ones that were used on the old Detroit tower to bring the total 
frequencies up to the 15 that were originally specified for this site.  More 
recent news articles have pointed to there being 19 frequencies, so those 
may come from other sites like Romeo or Richmond..  All of this is just a 
guess though since there is nothing else pending other than the new Macomb 
licenses.
