Speaking for Ohio MARCS the reason there are tower sites in neighboring
states is
mainly because of surrounding terrain/coverage issues. The out of state
Ohio MARCS sites
are in Kentucky and West Virginia across the Ohio River. Those sites
"look into" Ohio rather
then putting sites at lower elevation on the Ohio side of the river
because of the hilly terrain of
the foothills of the Appalachians. I would guess that Colorado faces
the same situation with the
Rocky Mountains. I don't believe Michigan faces any terrain issues. such
as these.
So they would not not have a need for sites in neighboring states.
They certainly don't on the southern borders with Indiana and Ohio, that
is flat terrain.
I don't know about the Upper Peninsula part of the state.
