Your point on the 785/250 may be correct, but I'm thinking those are not
firmware upgradeable anyways.

On the BC796D/BC296D, that's no longer true.  The radio-wide settings are
1:CSQ, 2:Tone Sq, 3:Tone Search.  So long as the radio-wide setting is Tone
Sq, the TONE DATA setting is applied per channel.

Now, I *will* say that I also think having a radio-wide setting is silly,
too.  Why not just assume I want TONE SQ if I have a TONE DATA option set
per channel, and assume I want TONE SEARCH if I have TONE DATA set to OFF.
