The choices - atleast on the 250D - are carrier squelch, tone squelch and 
tone search.

Since the tone options are currently radio-wide settings, having an option 
like your #3 would be useless, unless you only wanted to monitor a couple of 
digital channels.  With that option, you would loose reception of all other 
channels you had programmed with PL or DPL.

Why not promote a feature to decode and store the digital codes used on P25 
conventional channels ?

You might also want to try the attenuation feature to reduce reception of 
other agencies on the same frequency.

On some of the Unidens, you can also lock out one particular PL / DPL tone on 
a frequency, which can help when one agency is regularly heard on the same 
frequency as the digital user.
