[TrunkCom] type I to IIi to II and then digital?

Reports I've heard is that both will go APCO-25 9600 baud. That will give
the city two operational systems. Should one fail, all radios will
automatically switch to the other system as a back up. The intent I heard
is that the public safety departments will use the 866-868 frequencies, and
all other city services will be on the old frequencies.
It's been awhile since I heard anything more on the systems, and progress
seems to have stopped on the upgrades lately.
