[TrunkCom] PA's state system (PSRS)

Its interesting with this thread as I have been hearind conflicting things
about the system both in PA and in Oakland County. Here they say that the
one where you are is 90% done, and other people say that it is no where near
there, and a lot of people don't have good feelings about Oakland Countie's
move to Open Sky.
