Having recently retired from the Commonwealth of Pennsylvania after 31 years
of active service, I am not optimistic that the PSP will not make any
efforts to assist scanner enthusiasts to monitor their transmissions.  The
initial written contract - the paper has subsequently turned yellow -
between the Commonwealth and M/A Com did include a receiving device that was
to be made available on a licensed basis to the news media.  That provision
no longer exists in any current agreement.  However, I have been told that
such a device will be available on a closely scrutinized basis.
