[TrunkCom] fire gear and difficult to understand comms

Finding a solution to this problem would be resolved in the same manner as
resolving the problem of you trying to understand a person who is shouting
to you while a bucket is over his head. Really has little to do with the
radio transmission at all. Same problem on analog systems and in person.
