Correct.

The SysID won't have to change, only the frequencies. And this is only 
if they are above 862 MHz. The new band plan is:

851-854 - Public Safety only
854-860 - Public Safety/Critical Infrastructure/Non-Cellular SMR
860-861 - Expansion band
861-862 - Guard band
862-869 - Cellular SMR

If any frequencies in question are control channels, then radios would 
have to be reprogrammed; if not, it's simply a matter of changing the 
system controller and reprogramming/retuning repeaters.
