Couldn't say how that will play out, but I suspect Cleveland might be 
asked if they would be willing to move. As long as it's not a control 
channel, no problem, they can just reconfigure the system and retune 
some repeaters. One day of work.

If it's used as a control channel, it would probably be cheaper and 
easier to pick another frequency for the NPSPAC I-CALL channel.
