That's how we got it at the conference, existing NPSPAC band users (Ohio 
MARCS, anyone?) will simply be shifted down 15 MHz.

This presumes, of course, that there isn't already some public safety 
agency licensed for a frequency someone needs to drop down onto. In this 
case, a new frequency will have to be coordinated for the agency moving 
down to the 806 band from 821.
