[TrunkCom] AEGIS in Albuquerque?

I was wondering about a few things.
1.) Wwhat does MODAT mean?
2.) Can I purchase a speaker, for my radio scanner, like the one on COPS
where there is an antenna on the top of the speaker?  If so then where?
