I hesitate to jump into this, however ... isn't it completely normal that
the base and the handheld would have two unique ID numbers? I thought the
primary purpose of FCC certification is to determine the devices impact on
the radio spectrum - are spurious emissions within tolerances for the band,
tx power within spec - all that kind of "stuff" relative to the device being
tested. Hence the need for approved testing labs with calibrated spectrum
analyzers, etc for test results.

Frankly, when it was originally posted that both devices were going to be
covered under the same ID I knew that almost couldn't possibly be true given
the completely different RF characteristics of the units (handheld case & PC
board/chipset vs mobile case & PC board/chipset). With this most recent post
I REALLY have a hard time believing Uniden was somehow under the impression
that both units could be covered by the same ID. Uniden applies for many FCC
ID's per year for a variety of electronic devices they manufacture, I would
think they have the procedure down pretty good at this point.

I suspect this is NOT a big mystery - the 785 was approved first as they
submitted it first & its just a slight variation of the 780 which may have
also accelerated the process. The 250D was almost certainly submitted 2nd I
would think.
