Your impression is correct, EDACS and Motorola trunking systems are
incompatible with each other and you cannot make either brand work on the
other brand's system.  The only thing you can do is program an analog
conventional frequency into both, then they can talk to each other.  Or
you can get fancier and put a hardware link between the two trunking
systems and assign a talkgroup on each system to the link.  But other
than that they cannot talk to each other.
