For an EDACS system to work on a Pro-92B, you have to
do the following:
1.) Select a bank to program the system into.
2.) Program the system into the bank and only that
system.  You cannot program in EDACS and LTR, EDACS
and Motorola, EDACS and CONVENTIONAL.  You can only
program in one EDACS system into the bank. 
Programming in two EDACS systems into a bank will not
make the scanner scan properly.
3.) First set the talk groups to EDACS mode.
4.) Lockout channel 00 of the bank you choose
5.) Program in the frequencies, starting with 
channel 01.  Make sure you set each channel to EDACS
mode.
6.) Lockout all remaining channels.
7.) I believe that this should work.
8.) As, for the talkgroups, use onlyh the talkgroups
listed under the Dec ( Decimal column of the
following, link:

What you stated as a talk group, 02-231, actuals shows
you what logic channel, talk group 231 is on.  In this
example, talk group 231 is on logic channel 2.
