Well, that could be as well, but we are talking about a prison, and with
one of the newer consols you can control things other then the radio
system. Say, in a prison control center from the consol you could open
and lock doors and turn lights on and off, and several other
things. Also, with a consol you can bring up things like patches to
conventional freqs that you may not want programmed into the individual
radios, and that could be in case they get stolen or something like
that. Then of course you have the admin terminal where you could turn
radios off and on, but you would want to limit that or its various
permissions and access to only a few people throughout the prison.
