They might use what is known as a Status Bit.  Like
say for instance a Fire Department is on a Talk Group
of 16.  Well as we all know; 16 is divisible by 1 and
by 16 so that is a perfectly legit(imate) Talk Group.
But say you would want to use this particular Type II
Motorla Trunked Radio System for paging then you would
take the number 16 and maybe add a number 4 to it to
create a special Talk Group just for paging and
nothing else.

Status Bits will be explained better.  Sometimes a
frequency that is used for Trunking by the system,
might also be used in Conventional ( Non-Trunked )
mode for paging or for M.D.T.s.  Other times an extra
frequency is used by the users of a TRS for the above.
