Now I am NOT a lawyer nor do I play one on T.V. but
the permit that this *.PDF link leads to has in its
title, something to the effect that the permit is for
a Shortwave receiver.

Now I am NOT one to get technical but scanners unless
they are Communications Receivers, do NOT cover 150
Kilocycles to 29999 Kilocyles.

Since this was written in 1999, maybe they need to
update it.
