In the box on in the upper right hand corner it states
the following:

Authority:   MCL 750.508
Compliance:  Voluntary, but vehicle may not be 
             equipped without approval.

Okay now so the permit seems to be voluntary but if
you cannot equpp your vehicle without the permit that
makes it INvoluntary.  Right?  So why don't they just
state that.
