[TrunkCom] Oakland, CA VHF back-up for TRS?

Greetings Fellow Trunkers,

  I have been trying to get my brother in Oakland ,CA to buy a scanner 
for years. If they aren't having earthquakes, it's mud  slides or 
fires. He cannot afford nor is he interested in buying an EDACS 
capable scanner at this time, so I am wondering if anyone on this 
list knows if the OFD uses their old VHF system to simulcast and what 
those freqs might be if they do. This way I would send him my old 
BC200XLT scanner to use. I know that the Cape Cod, MA TRS has FD on 
33 mHz simulcast. Any help appreciated!
