[TrunkCom] talkgroup setup on a smartzone simulcast system

Talkgroups are enabled or disabled on a site by site basis. A
Simulcast network is considered a subnetwork and is one site
regardless of the number of satellites it contains. The key term is
'simulcast' meaning everything is sent out at every site.
