It's VSELP, not VSLEP.  VSELP and IMBE are two different vocoder formats
in Astro radios:

- VSELP = Vector Sum Excited Linear Prediction.  This is Motorola's
proprietary vocoder that is not APCO-25 compliant.

- IMBE = Improved Multi Band Excitation, Motorola's APCO-25 approved
Common Air Interface (CAI) vocoder, known as Astro CAI.
