It is possible for a Type II system to have only 16 between talkgroups. 
This is fairly common for systems where priority features are not used 
for the talkgroups.

As you note with this system, though, if you're hearing the same 
conversation on two Type II talkgroups, that likely makes it a Type I 
system.
