[TrunkCom] lapd encryption

Are we talking about LAPD encryption here, or someone else's?  The only
regularly encrypted stuff on LAPDs UHF system is several "specialized"
divisions' freqs, such as Anti-Terrorist Div, Organized Crime
Intelligence, Detective Support - Surveillance, Ad-Narcotics, Internal
Affairs, etc.

Partly as a result of early troubles with the digital radios, LAPD has
assigned each of their 18 patrol division its own tactical frequency on
"splinter" freqs with 6.25 khz spacing between their previously assigned
12.5-spaced UHF freqs.  Other of these low-power freqs are assigned to
other specialized groups.   Also, each of the patrol divisions has a
dedicated "fallback" repeatered dispatch frequency.
Several VHF simplex frequencues assigned to these divisions are DES
capable as well.

LAPD has specifically rejected the idea of using trunking, as has LA
City Fire (LAFD was granted a waiver by the FCC to use conventional
rather than trunking, when they received their 24  800-MHz frequencies
in the late 1980s.    LAFD does, however expect to be required to go to
digital within the next few years to comply with tighter channel-spacing
requirements.
