First, on a trunking system the radios always transmit their individual
radio ID.  Whether that ID is displayed on the console depends on how
they have the consoles set up.

Secondly, if the ID is displayed on the dispatcher's console, the
officers would still have to call in.  Just keying up the radio would not
tell the dispatcher that the unit is in service, or calling in an
accident, etc.  Plus, some officers are assigned to different districts
on different days, so the radio ID 83D1 could be unit 3-Alpha one day and
4-Bravo the next.   Some departments sign on using their district unit
number, i.e. "4-Charlie".  Others use their officer's ID, which does not
necessarily match the radio's ID.
