Parkerize it and rub to a dull gloss. A phosphoric (something) finish is
very rust resistant, durable and very flat black. Ospho is a rust inhibiting
primer paint that uses phosphoric acid to prepare the steel and is very
black. Naval Jelly leaves a black finish if you don't rise it. All these are
phosphoric acid treatments in one form or another. 

Oil at the right temp will leave a semi gloss black finish like an oil
quenched chisel, etc. I don't know the best oil though.

For a flat finish I use hot oil.   Get the part hot, dip in oil, let it 
flash off excess oil.  If the part is still wet, hold over fire and burn off
excess.

This does well on indoor stuff, it will not hold up outside.

Any recommendations for getting a flat black finish on iron or steel.
Customer wants something so it looks like it was in a barn for the last 50
