     Same deal here.  Bought some tanks from a guy 30+ years ago (full) 
and when they were empty, no one would refill them or take them back! I 
had to do the contract thing, rent new bottles from them, etc.  Then 
they took the old ones back.

     Anyhow, lost interest (had a family to raise) and now am back into 
it.  Have a contract and new tanks, etc.  But, the outfit I got them 
from said the same strict rules apply.  Gotta have a contract, gotta 
rent the tanks, etc.  While I do most of my stuff with my forge, 
oxy-acetlyene gear is almost essential for small jobs and fixing little 
mistakes.  Anyhow, the Canadian rules on tanks seem to be similar to the US.
