The rules I understand.
It is easier to enforce inspection of the tanks and maintain an 
acceptable level of safety.
  Those tanks do wear out/ get damaged.

Making the distributor responsible make some sort of sense.

Not being able to find the fact you bought the tanks??
THAT  is a dodge to get over on you.

I keep the receipts and waive them under the arrogant SOB's noses if 
called for.
