yes and no.
When I first started using mag drills, in the 70s, they were close to 800 in 1970s dollars. 
now, you can buy a cheap new one for $500- which seems pretty cheap to me.

however, I think you are right that many tool technologies require higher priced components and processes to make, and have a pretty small overall market, and will never be really cheap.

Mag base drills are expense - but well worth the money if you are doing heavy fab work or field drilling.
