When I've needed 1' or 2' of half round, I've done it by hand at the swage 
block.  Depending on how hard it is to make tooling for your power hammer, 
it wouldn't take that long to make a bottom swage to mount on the bottom 
die.  But like you said even by hand it wouldn't be that hard to make 
several feet, maybe sucker a helper into striking for you.

At our November meeting Don Birdsall demonstrated how to convert steel pipe 
into a railing cap rail under the power hammer.

With an old time 1/2" swage, or home made equivalent,
it wouldn't be all that much work to just forge it out by hand.

If you have a power hammer or a friend with one, it would be easy enough to
make yourself. Probably take less time than trying to find a factory source,
when you only need 8'-12'.
