I'm surprised any certified dive shop would attempt to fill powder coated 
tanks, al or fe. Heck, I probably wouldn't use a shop that careless. As I 
recall it's illegal to fill a dive tank that's been modified in any 
non-approved way without doing a hydrostatic test. Anything folding pressure 
above a specific level I don't recall MUST be tested and certified regularly 
and follow some VERY rigid regulations.
