You've just got the wrong pump for the application.  You need one similar to one in the first video link response.   Submersible pump that turns off when water is below the intake and also turns off with a pressure switch.   When the hose is open, pump runs, when nozzle is turned off, pump senses it and turns off as well. 

I thought the video from NC was a pretty good/inexpensive solution.
