Not really.  Topsoil is scarce enough -- and unstable enough -- that
before the bulldozers push it aside before construction begins.  For
lawn areas, they push it back.  I wouldn't be surprised if they sell
of the excess.

I remember some of those orange groves too, but the ones I saw were
mostly in Orange Co.  Most of that is gone now.
