Maybe with a scarfed face bottom in a hydr press with refractory dams 
around the edges of the weld?
The steel i saw flow in a thermite demo was really  a pretty low 
viscosity liquid.
I think the Fisher anvils were poured over a tool steel face.
Seeing as they forge welded the major elements of the wrought anvils 
together,
the tool steel face wouldn't have seemed such a leap.
