NO money goes "unclaimed".
There is no mysterious grantmaking organisation with a chest full of
leprocan gold.
Most state grants go thru the state arts commissions, or similar state
agencies, and they are always getting ten times as many applications
as they fund.
I have been on juries, as a volunteer, helping to decide who gets
money, both for government agencies, and for non-profits- for
instance, in the State of Washington, we have a non-profit called
Artists Trust, which a friend of mine founded. It is entirely
shoestring- a few government grants, but mostly tiny private
donations, often from other artists- no hidden billionaires.
It gives grants of $1500, and to decide on the 6 or so our panel
awarded, we looked at the work of hundreds of artists. This is about
average.
They give away one $10,000 grant, to a woman artist over 60, every
year, and for that one, they consider many candidates as well.
In California, the State Arts gave out, I believe, about $1 million
last year for artists in schools, to 130 schools. I would bet 5 times
that many schools applied for the money.
There are similar grants available for historical sites and museums-
and they are usually hotly contested for, and never as much money as
the recepients would like.
Especially these days, money is very tight. The National Endowment for
the Arts has a budget about 1/3 that of Military bands, and most of it
goes to big city art museums, opera, ballet, and symphonies.
