My first thought depends entirely on the actual dimensions of the nubs,
holes and dimensions of available hole saws.
Use one of those deep, cuts-anything Starrett hole saws. Drill a very
small pilot hole in the nub. Then the pilot drill of the hole saw will
follow it. Use the hole saw to enlarge the hole in the nub while
cutting away lead from around it. When the the hole saw is in as far
as it will go, thread the hole in the nub and screw in a longish bolt.
Then you may be able to wiggle the nub loose.
In welding the nubs back to the body, you could drill matching holes
in the other piece and put a piece of small round, maybe a piece of
grade 8 bolt, in to bridge the joint and re-inforce it before gas
welding.
The dimensions are probably all wrong for this but it sure looks nice
in my imagination. :-)
