In my job training courses in grad school (learning to teach the
courses) they claimed different countrys want different end products.
In Europe they want people to be able to go to work out of High School
and earn a living.  I japan they want to supply middle managers to
business (bacholors level degrees). in the U.S. they want people in
grad school.  They are all pretty good at producing what they want.
But if your track isnot the one that is important to them your are
just out of luck.  In the U.S. most of us are out of luck.  Vocational
training is about gone.  Practical college training is going.(don't
you know that engineering is just the first step into upper
management.  The average degreed engineer works in his feild for three
years and then moves on.)  The rest of the world comes to the U.S. to
get their Phds and the educators think this is how it should work.
