Which in my world is how it should work.
Not having some roving nit picker of an OSHA inspector hovering around.

I'd like to think of the OSHA regs as the test standard that any worker 
can demand with impunity, but not necessarily put up with if they do not 
choose to.

When I had a crew working for me the primary scaffold rule was: " If the 
setup does not make you feel safe, change it.
If I do not want it changed then send me up to do the work."

Having the test of law, which says this is safe and reasonable, protects 
both the worker and the company.
Having a test of law that  lets some desk jockey say "That guy was up 
10.25 feet without fall restraint here is your fine," is abysmal.
