Yes, that would be 105, assuming there is nothing before the 3-21.  My 111 lb. Peter Wright is marked 0-3-27.  I have a bigger Trenton anvil that I use at home also.  But I love my PW and use it at fairs, etc.  If the one your are considering is in reasonable shape and reasonable price, go for it.  What is a reasonable price?  That depends a lot on condition and geographical location.  I would think a broad range would be $150-$250.
