I find the Kaowool M board holds up pretty well in the forge ceilings I
build. Lower temp board will probably give you problems.
How about making your forge with a brick floor and slide the kiln shelf in
only when forge welding to protect the floor against the flux? Other than
that the 1" shelf should work just fine except like Steve says a bit longer
warm up.

1" shelf will take a few minutes longer to get up to heat, not a big
deal. I think your fiber board will melt or at least sag though.
