For what it's worth, MOST metals can be annealed by heating and cooling. (Steel is the exception.)
I'm no expert, but I don't think annealing titanium would do much good. It would if you're trying to stress-relieve it, I suppose this would work, but not if you intend to cold-work it. I suspect titanium work hardens quickly too, judging from reports about what it does to drills and cutters...
The stuff is HARD when cold. Works like butter when hot, though.
Note that there are titanium alloys, and you need to know which you're working with. Vanadium-containing alloys are not healthy to forge hot.
