I have a Bull 90, but have never had that problem.
Is your air filter plugged up? Lack of adequate air flow does some 
strange things.
Is it possible that some dirt has passed through into the valving?
I had a chronic hiss that was caused by some crud right after I 
installed mine. Tom talked me through flushing it out. I can not 
remember what we used and I wouldn't want to give you a name and have it 
eat up seals on you.
I think Tom looks in here from time to time. He also does answer his 
emails although sometimes it takes a while.

If you do get an answer to you problem please forward me a copy for my 
files.

You know, there might be a business in this for someone, servicing Bull 
and Phoenix hammers.
Maybe you should suggest that to Tom when you get his attention.
He could franchise it and train a tech or two.
