You want to disrupt the vibrational harmonics of the anvil.
Try a strong magnet under the tail stock.
Use a rubber or lead pad between the anvil and its base.
Haven't tried it, but you could coat the undersurfaces with antisieze
compound. sort of like the anti squeal compounds on disc pad shims.
Some folks hang a large lead weigh from the horn or tailstock with a loop of
wire or chain.
If all else fails wear ear plugs and insulate the interior of the shop with
the space age sound absorbing material now sold by J C whitney to line car
engine compartments
