Strongly disagree.
There are several ways to muffle the ring of an anvil but no way to put 
decent hammer rebound in a dead anvil, short of a major rebuild. That's the 
3rd  deadly sin  for a blacksmith,and an easy way to help ruin your 
hammering arm.
