I had a similar problem. I welded a 3/4" pipe nipple on a roto-hammer 
bit to drive a grounding rod into the ground. It would crack at the weld 
all most immmediately.  I did pre heat to 300 Deg. but I think what I 
did wrong was  I didn't stress relieve it after wards. also would have 
had to re temper the bit.  I  used 7018 Rod  lo-hi. didn't try tempering 
because I wasen't shure what type of steel the bit was and my buddy 
found a store bought version to replace it
