Kindest thanks for all the suggestion re drilling 1/8" holes in 3/8" rod  
formed into 6" circles. In the end I gave up on it. I tried a lot of ideas with  
only marginal success...with the equipment I had available to me. 
 
My solution was to take about 18" of 1/8 x 1/2" flat and form it to  a circle 
to fit inside the 6" diameter wheel. I drilled 1/8" holes in  it at 8 part 
segments, from the outside and with the stock wrapped around a 6"  diameter tree 
branch. Then I soldered this flat stock to the inside of the  wheel. I cut 
1/8" rod to the radius minus 1/4" put them into the holes in the  1/8 x 1/2 and 
welded them to a washer with a 1/4" hole, that was positioned in  the center 
of the wheel. Another washer welded on top neatens things up. It  looks like a 
wheel with a rim. 
 
If I have to do many more of these I will work go back to trying some of  the 
suggested techniques and spend more time working up a jig with a  v-block.
