Don, I think you will need a v in a quadrant appx the same dia as the wheel.
It could be clamped to the offset table and plumed perfectly square with the
axis in line with the exact center. If you try to drill the ring standing on
end you still need support- perhaps a wood block standing on end with a
notch cut in the end and another in the side. If every thing is plumb and
you center punch it perftct......

Don, Two V blocks with a hole drilled in the top block. Make sure to keep
your reference mark at high noon to keep the holes in a straight line.
The V'blocks I'm talking could be nothing more than a block with a slot for
the bottom to keep clearance for the top one(and clamp that into your drill
press vice). The top obviously would need to be more of the deeper V to hit
the sides of the bar to keep the alignment for the hole drilling which will
make it tend to wander. You might even be able to use a small piece of angle
iron for the top jig......drilled from inside the V in a V block to keep it
centered. Should be accurate enough with what you've got to work with.
