I would bend the cylinder first, as the tab is just one right angle
bend, and easier to do second. If I am understanding you correctly.
If you are going to be bending the tabs cold, you can drill first. But
if you bend them hot, the hole may change shape, becoming oval,
depending on where it is.
But sometimes you have to drill a hole first, undersize, do the hot
work, and then go back and ream or punch it to size- because its easier
to get it in a drill press or an ironworker when it is flat, but the
hole distorts with hot work. Then you go back and ream with a cordless
drill to get an accurate size.
