[TheForge] candle cups

I usually make candle cups that I braze to the drip
pans, but I want to make ones that get riveted.  These
start out being "T" shaped, with the vertical part of
the "T" as the tab with the hole that gets the rivet. 
I have a few questions about this:

1.  do you bend the cylinder first, or the tab first?

2.  do you drill the hole in the tab before you bend?
